Policy and Land Use Amendment
The Fishman’s is located on the southeast corner of 17th Avenue SW and 5A Street SW. Arlington Street Investments engaged B&A to prepare a policy and land use amendment to redevelop the auto-oriented strip mall into a mixed-use development to accommodate a 15 storey residential tower and active commercial /residential podium.
B&A crafted a strong rationale based on the unique block configuration and proximity to a Primary Transit Hub to gain support for the amendment from City Administration and Council. The B&A team and developer worked closely with the community association to define a building envelop that was sensitive to shadowing on 17th Avenue as well as to an adjacent recognized historic Edwardian apartment block and the historic tree canopy. The proposed activation of the 17th Avenue commercial frontage worked in concert with at grade residential uses on 5A Street and a complementary public realm plan will bring new life to this part of the Avenue.
The project was unanimously approved by City Council in October 2022 and resulted in an increase in height from 23m to 50m and a doubling of density from 3 FAR to 6 FAR.
